Ragging constitutes one or more of any of the following acts:
Any conduct by a student or group of students, whether through spoken or written words or actions, that results in teasing, treating, or handling a fresher or any other student with rudeness, including rowdy or undisciplined behavior, which causes or is likely to cause annoyance, hardship, physical or psychological harm, or instills fear or apprehension in a fresher or any other student.
Compelling a student to perform any act that they would not ordinarily do, causing a sense of shame, torment, or embarrassment, thereby adversely affecting their physical or psychological well-being.
Any action by a senior student that disrupts or disturbs the regular academic activities of any other student or fresher, or exploits a fresher or any other student for completing academic tasks assigned to an individual or group.
Any act of financial extortion or imposing forceful expenditure on a fresher or any other student by other students.
Any form of physical abuse, including but not limited to sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm, or any other danger to health or person.
Abusive behavior through spoken words, emails, posts, or public insults, including deriving perverted pleasure or sadistic thrill from actively or passively participating in the discomfort of a fresher or any other student.
Any action that affects the mental health and self-confidence of a fresher or any other student, whether intended to derive sadistic pleasure or to demonstrate power, authority, or superiority by a student over any fresher or any other student.
Actions Recommended by UGC Against Students Involved in or Encouraging Ragging:
Punishments for those involved in ragging must be exemplary and appropriately severe to serve as a deterrent against future occurrences. Students found guilty of ragging should be barred from gaining admission to any technical institution in India. For every instance of ragging, institutional authorities must file a First Information Report (FIR) with the local police without exception. Depending on the severity and nature of the offense, as determined by the institution’s Anti-Ragging Committee, the possible punishments for those found guilty of ragging may include one or a combination of the following measures.
Cancellation of admission.
Suspension from attending classes.
Withholding or withdrawing scholarships, fellowships, and other benefits.
Debarring from appearing in any tests, examinations, or other evaluation processes.
Withholding of results.
Prohibition from representing the institution in any regional, national, or international events, including meets, tournaments, and youth festivals.
Suspension or expulsion from the hostel.
Rustication from the institution for a period ranging from one to four semesters.
Expulsion from the institution, with consequent barring from admission to any other institution.
A fine of Rs. 25,000/-.
Collective punishment: If the individuals committing or abetting the crime of ragging are not identified, the institution shall implement collective punishment to apply community pressure on potential offenders.
Institutional authorities must report incidents of ragging and the actions taken to the Council immediately after such incidents occur, and provide updates on the status of the cases from time to time.
Courts should prioritize cases involving ragging to convey the message that ragging is to be both discouraged and dealt with sternly.
