I, Professor Dr Ramesh C. Deka , Former Director of All India Institute of Medical Sciences(AIIMS) and Former Distinguished Chair Professor of Medical Education and Research at the Amity University , UP(AUUP) take pride in letting you know that I have joined this young Assam Down Town University (AdtU) as its Vice Chancellor recently. I had served the country for last 45 years at different capacities in various places. With these experiences behind me I wish to serve the North East Region through this esteemed University at Guwahati, promoted by a visionary person Dr. NN Dutta as its founding Chairman of the Down Town Charity Trust.
I believe with support from all of you, the AdtU will grow and develop as a vibrant hub for higher Education and learning in the near future.
This University was established as a Public Authority for Higher Education by the Assam Government in 2010 through an Act by its Legislative Assembly with the objective to fostering quality Higher Education in the Region. It also would attract international students from the neighbouring Countries. In fact it has succeeded to do so in a short span of 5 years. Students from whole of the North East Region and from Nepal, Bhutan and Bangladesh are currently in its roll for both Graduate and Post Graduate programmes in diverse fields /Courses.
The University is engaged in running Programmes in four major domains of learning, both for Graduate and Post graduate Courses such as Engineering and Technology(B.Tech, M.Tech, ), Business Management Studies(BBA, MBA), Allied Health Sciences (MSc,MBA), including Pharmacy (B-Pharma) and Humanity Studies, which is assisting the Science & Technology Courses.
Besides these, it has developed a unique Programme in Emergency and Critical Care for health care Professionals leading to Master's Degree(M.Sc ). Other courses include Nursing(MSc-Nursing), Food, Nutrition & Diet Sciences(MSc-FND), Microbiology(MSc- Microbiol.), Biochemistry ,Biotechnology(Msc), Physiotherapy(BPT,MPT) , Medical Lab Technology (BMLT, MMLT) and also Bachelor and Master programmes in Social work(BSW, MSW).
The Assam Down Town University has an excellent academic infrastructure, including both teaching and research labs in Science and Technology, a well managed Library with large numbers of books, journals including internet facility and it is manned by student friendly librarian and staff. It has also a Faculty development activity for writing research Projects and other areas of interest.
Because of its association with the Down Town Hospital it has a significant thrust in Allied Health areas and the AdtU has already produced a large number of health care professionals, who have been serving in the North East. The University is also offering Distance Education Courses in BBA, MBA and Bsc(IT) successfully. It is running a number of Diploma Courses to produce skilled work force for the Region and India.
The AdtU is also offering few 5 year Integrated Programmes in MBA, B. Tech- M Tech, Bsc- Msc(IT).
Diploma level courses in Medical laboratory, Radiography, Optometric technology, Physiotherapy Technology and also in Renal Dialysis Techniques and also a course in Hospitality and Catering Services. These are a popular course for 10 Pass students. The University is actively engaged in Govt. sponsored Skill Development Programmes, under supervision of trained supervisors and Faculty. It has produced a large number of skill work force for different Govts in the North East region.
The AdtU has successfully conducted two Convocations in 2014(461 degrees in graduate and post graduate levels) and in 2015( 774 degrees). The University has offered Honourary DSc & D.Litt degrees to most eminent personalities in Science, Medicine and in Literature. Given to those included amongst other Bharat Ratna awardee and eminent scientist, Dr CNR Rao and Shri Jhahnu Baruah(D.Litt) for their outstanding contribution to science and literature.
The University has a highly trained and experienced set of senior faculty and also a group of young and youthful talented and vibrant junior level faculty. They are dedicated and committed to promotion of higher education and services to the nation with a committed attitude to nurturing and mentoring the young students that got admitted at the AdtU. We have started PhD programme in science and Technology and also in Allied health Sciences.
The Board of Trustees and the Faculty are committed to make this young University a most vibrant one with participation from students. It is offering Scholarships to students on merit basis. Our beloved Founder Chairman of the Trust and Chancellor Dr. NN Dutta is a great visionary and he has a Vision for the University to make the University a Research driven academic institute, committed to the service of the North Eastern Region for finding solutions to its existing problems due to its diverse cultural and geographical conditions and situations through research at the University.
While the University is striving to build a scientific ecosystem and a vibrant work culture for academic and research through innovative approaches, it is always combining our teaching learning activities with cultural and human values. Ours would be a value based education and at the same time preserving diverse North East culture, traditions and above all human collaboration and loving connectivity. It is aspiring to develop a promising teaching –learning Hub and a Centre of Excellence at the AdtU. In this regard, we need active support from all of you, students, parents , public and the Govt.s of the region and India.
The Campus has facility for indoor and outdoor Sports. We also encourage Yoga, Meditation, Music and Dance activities. We invite eminent personalities from different branches of studies, including Performing Arts, to deliver talks, lectures and cultural performances for students and for faculty. Although our approach road is little hilly, but once you reach here at the AdtU campus , you will enjoy its scenic beauty with lush green environment, and one side you could see the mighty Brahmaputra river with its natural attraction and hilly surroundings. The University is with a pollution free campus.
I would appeal to all of you that you come here and become a part of the AdtU endeavour for improving higher Education in the North East Region and improve the quality of our students in their employability and our nation building activities.

Assam down town University
Prof. Ramesh C. Deka joined the faculty position in AIIMS in 1981. Prior to this, he worked as a faculty in Kasturba Medical College, Manipal where he was reader and head of the department of ENT (1976–1979) and in Jawaharlal Institute of Postgraduate Medical Education and Research, Pondicherry (1979–1981). He received his training in 1977-1978 in otology, neurotology and microsurgery of the ear under Prof. G.E. Shambaugh Jr. and Prof. George A. Sisson at Northwestern University, Chicago, USA. Dr. Deka has also undergone training in otology under Prof. Nager at Johns Hopkins Hospital, Baltimore, Maryland and under Prof. JA Kirchner at Yale University Medical Center, New Haven, Connecticut, USA in head & neck surgery. He has conducted neurophysiological studies on inner ear with David Lipscomb at University of Tennessee, Knoxville during his fellowship in USA (1978).He has also been keenly associated with community health programmes during his 37 years of experience in teaching, patient care and research. He had undergone training in neurotology under C.F. Claussen in Wurzburg University & Neurotology Institute, Badkissingen, Germany in 1984. In 1994, on a WHO fellowship, he worked with David W. Kennedy in the University of Pennsylvania Medical Center and learned functional endoscopic sinus surgery (FESS). Prof. Ramesh C. Deka also worked with Prof. Robert Jackler, Prof. R. Schindler, Prof. H. Dedo and Prof. R. Kaplan in the area of head & neck surgery, neurotology and skull-base surgery at the University of California, San Francisco. In 1996, he went to Australia to undergo training in cochlear implant surgery at the Melbourne University and the Bionic Ear Institute, Melbourne. He is in the Editorial Board Member of Acta Otolaryngologica (Sweden), Otology and Neuro-otology (USA), Otolaryngoloy & HN Surgery, USA, Pakistan Journal of Otolaryngology (Pakistan), India Journal of Otology and Vertigo view Point.
